Public Sector Summit: Technology Business Management (TBM) and FinOps
May 11 – 12, 2022
JW Marriott, Washington, DC
Automated TBM & FinOps: Innovate with Efficiency
The 2022 Public Sector Summit: Technology Business Management (TBM) and FinOps, is the most important event of the year for strategic technology and finance executives in the federal government or state, local & education space.
Cloud migration and digital transformation are rapidly evolving in both the private and public sectors. While many traditional programs remain focused on optimizing the spend and value from data center resources, many other programs are automating the application of TBM and FinOps principles to tackle public cloud spending, agile- and product-oriented development, and more variable-cost vendor agreements and subscriptions.
Hosted by Apptio, the 2022 Public Sector Summit: TBM and FinOps, is your chance to join your public and private sector peers to learn how they are tackling the challenges brought about by the new reality of IT—with ITFM and automated TBM and FinOps—while continuing to address overall IT spending and satisfy mandates.

The Technology Business Management (TBM) Executive Primer is a short 2-hour introduction to the TBM Council’s framework of disciplines and value conversations for improving IT’s contribution to business performance. The course is designed for senior leaders who want to expand their business acumen and learn how forward-thinking CIOs from companies like AIG, State Farm, Stanley Black & Decker, Mastercard, Anthem, and hundreds of other companies are using facts and transparency to change their conversations with the business.
The course helps:
- Demonstrate that TBM is an industry-driven discipline based on standards, best practices and lessons learned from hundreds of leading enterprises
- Reinforce that TBM is not just the job of a few but that it enables value conversations by anyone responsible for cost, consumption, quality, risk and other tradeoffs made by IT, finance and LOB leaders
- Show data owners why they are an integral part of the TBM program and that transparency will help them justify resources, influence demand and facilitate tough decisions
- Reveal that TBM is not just about cost savings but helps create a data-driven approach to all big decisions about technology-related resources, risks, costs and outcomes

In March of 2021, the Air Force Kessel Run Team Apptio had a complete turnover; the two key personnel that built out the tool for Kessel Run, formally known as Air Force Life Cycle Management Detachment 12, were leaving. Unfortunately, the team only had about one month for a transition, which was simply not enough time to understand the complex modeling in their Apptio tool. The team faced many challenges after this transition prompting them to implement additional and specific documentation processes which will prevent our successors from experiencing similar roadblocks. Come join Kessel Run’s Apptio Team and learn about their
TBM experience.
The University of Central Florida is one of the largest universities in the country by enrollment, serving over 70,000 students and 12,500 faculty and staff. With average annual cloud spend more than doubling each year, UCF has turned to both Cloudability and their own cloud maturity scorecard to stay on top of unrelenting customer demand for more of everything across multiple clouds. Learn about how UCF leverages these tools to surface insights, identify constraints, and communicate progress across a federated IT organization, as well as practical recommendations based on UCF’s experience utilizing Cloudability to accelerate their TBM journey.

Freddie Mac was chartered by Congress in 1970 to help ensure a reliable supply of mortgage funds in the US. A lot has changed in 50 years! Freddie Mac has increasingly employed digital solutions to address very challenging societal goals. To accelerate those solutions, Freddie Mac is migrating to the cloud and modernizing application portfolios.
Enabling these often-complex decisions at speed is no small task, and Ravi Ohri has embraced this mission. His team has had to evolve their TBM implementation – in place since 2012 – to empower better and faster decision making by a broader group of stakeholders than ever before.
In this presentation, Mr. Ohri will describe this transformation and how his team is enabling many different leaders – across finance, operations, risk and compliance, and their divisions – to use technology to address challenges of today and for years to come.

Is the federal mandate to incorporate TBM affecting your organization? Are you interested in learning from those who have walked this journey before you? This mandate was put in place in 2020 to help implement a standard way to categorize IT costs, technologies, resources, applications, and services; allowing agencies to identify duplicative or unnecessary spending in order to make better informed decisions regarding future investments. This panel session will feature former Federal CIO’s who were active CIO’s when the mandate was enacted.
Some of the topics they will be covering include:
- Experiences from the implementation period
- Lessons learned
- What they would do differently
- TBM as a tool for:
- Further enabling Federal IT Acquisition Reform Act (FITARA) implementation
- Helping benchmark IT spending and improving acquisitions
- Helping organizations better understand IT investment costs
- How these investments help agencies achieve their missions
